Between 2015 and 2025, advances in compute availability, foundation models, data aggregation, and deployment tooling have shifted AI from a specialized industrial technology to a pervasive socio-technical infrastructure. This transformation is no longer confined to productivity optimization or automation of discrete tasks; it increasingly mediates access to public services, shapes cognitive workflows, alters skill formation, and redistributes economic and political power across societies and regions.

This report examines the social evolution of artificial intelligence across three interdependent domains—society, work, and education—using an interdisciplinary analytical framework that integrates economics, psychology, political science, technology studies, and governance analysis. A concentration scenario, marked by weak antitrust enforcement and proprietary lock-in, increases efficiency for a subset of actors while degrading autonomy, equity, and resilience. An open commons-based scenario enhances innovation diffusion but demands robust quality assurance and accountability mechanisms.

Across scenarios, quality of life improvements correlate strongly with minimum thresholds in digital literacy, algorithmic transparency, public sector capability, and competition policy. Where these thresholds are unmet, AI adoption tends to exacerbate inequality, dependency, and social fragmentation. Where they are met, AI functions as a multiplier of human capability rather than a substitute for it.

The report concludes that AI’s social trajectory is not technologically predetermined. It is contingent on institutional design, governance enforcement, and the distribution of control over data, compute, and standards. Effective policy must therefore treat AI not solely as an innovation issue, but as a foundational social infrastructure requiring democratic oversight, continuous evaluation, and international coordination.
